DeCristofaro, Register of Probate Run date: 1/20/12 LEGAL NOTICE MASSACHUSE'R'S PORT AUTHORITY REQUEST FOR QUALIFICATIONS CONSTRUCTION MANAGEMENT AT RISK SERVICES The MASSACHUSE-I-IS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA CONTRACT NO. Ll129-C2, RENOVATIONS TO TERMINALS B and E, LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MA (the Project). In accordance with Massachusetts General Laws, Chapter 149A, sections 1 thru 13, Massport is seeking a highly quali- fied and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. The Request for Qualifications (RFQ) is being utilized to prequality and shortfist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) issued by Massport. PROJECT DESCRIPTION AND SCOPE OF SERVICES This project includes a post security passenger connection between Terminals E and C, and the two piers of Terminal B. The Terminal R component includes 25 ticket counter positions, a relocated and modified passenger checkpoint with additional passenger queuing, eight reconfigured departure lounges, a secure passenger connection to Pier B, concessions shell space, toilet rooms, a ground operations cab, in-line baggage screening systems and outbound bag makeup devices, enhanced inbound baggage systems and claim devices, vertical circulation, airside improvements including reconfigured apron and aircraft fueling systems and all necessary airline and tenant support spac- es. The Terminal E to C secure connector component will include interior renovations to provide a secure passenger circulation corridor near the existing outbound bag room C3. It will connect Terminal E Gates 1A-1E to Gates 11 and higher at Terminal C, Pier B. An airside glass wall will provide natural light and orient passengers moving between the Terminals as well as improve pas- senger convenience. The construction budget is currently estimated at approximately Seventy-One Million Dollars ($71,000,000) with an estimated construction duration of approximately EIGHTEEN (18) months. SELECTION PROCESS Massport intends to implement a two-step selection process including a Qualifications phase and a Proposal phase. At the Qualifications phase, the Prequalification Committee will conduct a qualifica- tions-based evaluation of interested CM firms in order to create a shortlist of competent CM firms. Shortlisted firms will be invited to respond to a written RFP which will require both a technical proposal and a price proposal. A Selection Committee will review the Proposals in order to rank the shortlisted firms and make the final selection. Massporf intends to shortlist firms and issue an RFP by February, 2012 and make a final selection in March, 2012. Interviews may be held at the Authority's discretion. The Designer will participate in the selection of the Construction Manager. KEY FACTORS A Supplemental Information Package which will provide more details on the scope of the Project as well as the selection process will be available as of January 30, 2012 by contacting Susan Brace at 617-568-5961 or by email at sbrace@massDort.com. In addition, a Project Briefing will be held in the Administration Conference Room located in the Capital Programs and Environmental Affairs Department, Logan Office Center, One Harborside Drive, Logan International Airport, East Boston, MA on Monday, February 6, 2012 at 10:00 AM. Although the briefing is not mandatory, attendance is highly recommended so that interested parties can become more familiar with the requirements of the Project. EVALUATION CRITERIA Qualification Statements from interested firms will be evaluated in accordance with the follow- ing Evaluation Criteria in order to shortlist a minimum of three CM firms: (1) proposed CM team; (2) project management experience; (3) similar project and airport terminal experience; (4) CM at Risk experience within the constructs of MGL Chapter t49A; (5) safety record; (6) capacity and financial stability; and (7) litigation and termination experience. These Evaluation Criteria will be more fully explained in the Supplemental Information Package. AFFIDAVIT The CM shall be DCAM-certified and provide an Update Statement as well as an affidavit that the Statement of Qualifications being submitted in response to the RFQ is signed under the pains and penalties of perjury. The CM shall also provide a letter from a surety company confirming the CM firm's ability to provide performance and payment bonds in the full amount of the construction estimate. Please note that having the document notarized does not fulfill the requirement for signing under the pains and penalties of perjury. CONFIDENTIALITY OF DOCUMENTS Any information provided to the Authority in any Proposal or other written or oral communication between the Proposer and the Authority will not be, or deemed to have been, proprietary or confiden- tial, although the Authority will use reasonable efforts not to disclose such information to persons who are not employees or consultants retained by the Authority except as may be required by M.G.L.c.66. SUBMISSION REQUIREMENTS Each Qualification Statement shall be limited to 15 sheets (30 pages) of written material, which shall be printed on both sides of the sheet (8 x 11). The 30 pages exclude cover letter, response cover, dividers and resumes. The firm's financial information shall be submitted in a separate envelope. Houston Antwine was one of the best defensive line- men in the game with the old Boston Pats going back to 1960. He recently passed at 72 from heart failure. Antwine was a member of the Patriots 50 th Anniver- sary Team and back at his start in pro-football, he was the 3 rd draft pick of the Detroit Lions in the NFL and 8 u pick with the AFL's Hous- ton Oilers. Houston never played for Houston getting traded to Boston before play- ing a single game. He was a six-time AFL All-Star (1963- 68) and stayed with the Pats until getting traded to the Philadelphia Eagles where he played in 1972 and then retired at the end of that sea- son. A-Rod Okie Dokie New York Yankees third baseman Alex Rodriguez is totally fine after having spe- cial treatment on his right knee. He had surgery on his right knee in July and saw his power drop in the second half of the 2011 season. He played in 99 games and hit 16 home runs. Lifetime he stands at 629 home runs and is still a threat to Barry Bonds' career home runs if he stays healthy from here on in. Sox Pick Up Closer and 8 th Inning Guy It appears Andrew Bailey will be the new closer and Mark Melancon the new set-up guy in the eighth inning. These two new ad- ditions to the team's pitch- ing staff surely mean that Dave Brad will join the start- ing rotation and Alfredo Aceves will mostly likely be- come a middle reliever and spot starter the way the Red Sox had been using Tim Wakefield previously. There is still a slight chance that Boston might also pick up Roy Oswalt, the former Astros ace and Philadelphia standout. He had something like a 9-10 record for the Phillies in a season plagued by injuries. He still might have some gas left in his tank if he's willing to accept a one-year deal. We'll see on this idea. He is after all only 34 years old. Torte Wants to Buy Dodgers Joe Torre the former Los Angeles Dodgers manager and of course, New York Yan- kees manager for many great seasons, has resigned as Major League Baseball's vice president for baseball operations to join a group trying to purchase the Los Angeles Dodgers. He is part of a group headed by de- veloper Rick Caruso. The Dodgers went up for sale by owner Frank McCourt this past November after falling into bankruptcy. The team has to be sold by April 30 based on an agreement be- tween McCourt and MLB.
