AP1218-$1, FY12-15 STORAGE TANK CONSULTANT SERVICES TERM CONTRACT• The Consultant shall be able to provide such environmental services on an as needed basis, at all Massport facilities. There are approximately 265 active above ground storage tanks lASTs), and underground storage tanks lUSTs), on Authority properties, of which approximately 90 are owned and operated by the Authority. The tanks range in size from 275-gallon to greater than 100,000-gallon capacity. The Consultant shall assist the Authority with implementation of a cost-effective program that ensures regulatory compliance, as wetl as minimizing the Authority's exposure to liability and the likelihood of releases to the environment from storage tank systems (including storage tanks, piping, and tank monitoring equipment). More specifically, Consultant responsibilities for all Authority-owned tank systems, shall include the following: (1) conduct and document monthly inspections, testing, and minor repairs, (2) conduct DEP Third Party UST Inspections; (3) develop a computer based program for training, and tracking of Massport personnel to comply with the new DEP UST Operator's Program (4) periodically train Authority facility personnel to conduct required Stage II Vapor Recovery equipment inspections and documentation; (5) conduct annual Stage II Vapor Recovery tests; (6) conduct annual inspections of ASTs greeter than 10,000-gallons; (7) provide regulatory advice; and (8) respond to emergencies and other calls to assess tank operation problemsl and conduct minor repairs, as needed. The total contract amount is not guaranteed but the Consultant's total fee shall not exceed $200,000 for a term of three (3) years. By responding to this solicitation, Consultants agree to accept the terms and conditions of the Authority's•standard professional services agreement including insurance requirements of a minimum of one million dollars of professional liability insurance and ten million dollars of comprehensive general liability and automobile coverage. The selection shall involve a two-step process including the short listing of a minimum of three firms based on an evaluation of the Statements of Qualifications submitted in response to this solicitation, followed immediately by a final selection.
