Garcia went 12-6 with a 4.64 ERA in 28 starts in 2010 for the Chicago White Sox. He is a two-time All-Star and is 133- 87 in 12 seasons with the Mariners, Phillies and Ti- gers before ending up in Chicago.- The NY Yankees starting rotation is still not settled days before pitchers and catchers report to spring training. New York-is still waiting to see if 38-year old Andy Pettitte is returning for another season. This leaves CC Sabathia as the staff ace along with Phil Hughes and A.J. Burnett. The Yankees also signed former Cy Young winner Bartolo Colon to a minor league contract in late January. White Sox Extends Ramirez's Contract The Chicago White Sox and shortstop Alexei Ramirez have just agreed on a $34.5 million deal over four sea- sons according to a report out of Miami in the EI Nuevo Herald. Ramirez, 29, was set to make 82.8 million in 2010 before heading into arbitration. Former Cy Young Winner Back in Baseball Frankie Viola, 50, who picked up a Cy Young Award with the Twins in 1988 is back in baseball agreeing to become the pitching coach for the NY Mets' Class A Brooklyn Cyclones. Tigers Send Galarraga to D-Backs The Detroit Tigers traded right-hander Armando Galarraga to the Arizona Diamondbacks on January 25 for righty Kevin Eichorn and lefty Ryan Robowski. Galar-raga gained fame in 2010 when empire Jim Joyce admitted that he blew a call with two outs in the ninth inning that cost the starter a perfect game. Galarraga who had a one year contract for $2.3 mil- lion became expendable when the Tigers signed free agent Brad Penny. Last year, Galarraga went 4-9 with a 4.49 ERA. Astros, Rodriguez Reach $34 Million Deal Pitcher Wandy Rodriguez and the Houston Astros avoided arbitration and reached an agreement on a $34 million, three-year deal. Meanwhile the Oakland Ath- letics and left-handed re- liever Craig Breslow agreed to a $1.4 million, one-year deal to also avoid the arbi- tration route. Napoli Still on the Move Catcher Mike Napoli was traded on January 25 by the LA Angels to the Texas Rangers for closer Frank Francisco. The previous week, ~he had been traded to the Angels by the Toronto Blue Jays. No telling where Napoli is this week. Sounds Like Kramer Vs. Kramer, Doesn't It? A judge has scheduled an upcoming hearing to discuss how Roger Clemens can de- fend against a former team- mate who claims the Rocket admitted using performance- enhancing drugs. Prosecu- tors argue defense lawyer Rusty Hardin has a conflict because he briefly repre- sented both Clemens and teammate Andy Pettitte in December 2007, just before the release of a report alleg- ing both players used human growth hormones. Prosecu- tors say Hardin shouldn't cross examine Pettitte when they call him as a witness at trial scheduled for this summer. They believe Hardin should assign an- other lawyer to do that. Climbing the Empire State Building Darryl Strawberry will be running to the top of the Empire State Building to raise money for the Multiple Myeloma Research Founda- tion. Strawberry was drawn to the foundation after he suffered from colon cancer. Twins Retiring Bert's Number The Minnesota Twins will be honoring newly-elected Hall of Famer Bert Blyleven by retiring his No. 28 in July. Bert was one of those pitch- ers I remember back from youth who pitched quality starts almost every outing. He also added up lots of com- plete games and shutouts. Both of which seem lost arts in today's baseball world. LEGAL NOTICE MASSACHUSETTS PORT AUTHORITY REQUEST FOR QUALIFICATIONS The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. A287-$1, FY11-13 CONSTRUCTION SUPPORT SERVICES at MPA Facilities. The Authority is seeking a qualified Consultant to provide construction support services consisgng of resident inspection services and other support services associated with monitoring construction activities including but not limited to work quality, conformance to plans and specifications, review of schedules and negotiation of change orders. Such services shall be provided on an on-call, as-needed basis. The Authority expects to issue two contracts in an amount up to $500,000 each. The amount of any individual contract(s) is not guaranteed but shall not exceed $500,000. The services shall be authorized on a work order basis. Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 with the appropriate number of Part IIs. W/M/DBE Certification of the prime and subconsultants shall be current at the time of submittal and the Consultant shall provide a copy of the W/M/DBE certification letter from the State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled "Litigation and Legal Proceedings". The submission shall be evaluated on the basis of (1) current relevant experience for similar projects, (2) experience, geogrjphic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project, (3) experience and expertise of subconsultants, (4) familiarity with MGL including filed sub bid requirements, (5) familiarity with the Authority's facilities, (6) cost management capabilities, (7) D/M/WBE and affirmative action efforts, (8) current level of work with the Authority and (9) past performance for the Authority. The selection shall involve a two-step process including the shortlisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation followed immediately by a final selection. However, the Authority reserves its right to conduct interviews if it is deemed necessary. By responding to this solicitation, consultants agree to accept the terms and conditions of Massport's standard work order agreement, a copy of the Authority's standard agreement can be found on the Authority's web page at www.massport.com. The exception to this standard agreement is the insurance requirements as follows; (1) $1,000,000 of automobile liability and (2) $1,000,000 of commercial general liability. The Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage. Submissions shall be printed on both sides of the sheet (8 " x 11"), no acetate covers. Ten (10) copies of a bound document each consisting of: 1) a cover letter; 2) an SF 330 including the appropriate number of Part tts and an organizational chart identifying specific project responsibilities for project team only, including subconsultants, and 3) no more than 5 sheets (10 pages) of other relevant material not including covers and dividers shall be addressed to Houssam H.
