L1052-D1, HVAC/MECHANICAL SYSTEM REPLACEMENT- BLDG. 56. The Authority is seeking a multi-disciplinary firm or team to provide professional services with an emphasis on Mechanical, Electrical and Plumbing Engineering• The Consultant shall demonstrate expertise in the following disciplines including but not limited to HVAC, Plumbing, Fire Protection, Fire Alarm, Electrical, Controls and Sustainable Design including Energy Conservation. The Consultant shall demonstrate its ability to manage costs effectively. The scope of work shall include HVAC upgrades and Fire Protection improvements to Building 56. Systems will include heating, air conditioning and ventilation, automatic temperature controls, plumbing systems, sprinkler systems, fire alarm system, high and low voltage electrical systems and natural gas piping. The consultant may also provide assistance with the Authority's implementation of Energy Efficiency Initiatives including, demand control ventilation and HVAC retro-commissioning. Services shall include but shall not be limited to conceptual or schematic drawings and outline specifications, existing conditions assessment, design development or construction drawings and specifications, construction services, resident inspection services, cost estimates and analyses, investigations, reports, value engineering, and energy audits. Abatement of hazardous or contaminated materials is not included in the scope of work for this agreement. The new work will be comprised of a) replacement of two (2) oil-fired, dual fuel HW boilers with new HE natural gas-fired condensing boilers; b) replacement of three (3) existing, constant volume, split system NC units with three (3) new variable air volume NC units; c) new building HVAC controls; d) install new air distribution system including VAV boxes and fan-powered boxes; and d) install new natural gas piping from meter to bilers; e) replace existing sprinkler system and upgrade fire alarm. The existing building is comprised of approximately 56,000 s.f. cargo area and 14,000 s.f. office spaces• Work will require SIDA access. The Consultant's fee shall be negotiated however the total fee for the contract shall not exceed $450,000. Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 with the appropriate number of Part IIs. W/M/DBE Certification of the prime and subconsultants shall be current at the time of submittal and the Consultant shall provide a copy of the W/M/DBE certification letter from the Supplier Diversity Office, formerly known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled "Litigation and Legal Proceedings". Consultants shall furnish professional registration status of the firm's board of directors or ownership. All individuals responsible for technical disciplines shall, upon commencement of the project, be registered Architects or Engineers, in that discipline, in the Commonwealth of Massachusetts. Tie submission shall be evaluated on basis of: (1) current relevant experience on projects of similar complexity, (2) experience and geographic location of the Project Manager and experience of other key personnel to be assigned to the project, (3) experience and expertise of sub consultants, (4) familiarity with MGL, including filed sub-bid experience, (5) cost management capabilities, (6) M/W/ DBE and affirmative action efforts, (7) famfliar with this type of assignment and a demonstrated ability to respond in a timely manner, (8) current level of work with the Authority, (9) past performance for the Authority, if any, (10) experience with sustainable design including energy efficiency, and (11) litigation and legal proceedings history. The selection shall involve a two-step process, including the shottlisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation. followed immediately by a final selection. The Authority reserves the right to interview the firms prior to final selection if deemed appropriate. The exception to this standard agreement is the insurance requirement of $1,000,000 of commercial general liability. The successful Bidder will be required to furnish a performance bond and a labor and materials payment bond, each in an amount equal to 100% of the Contract price. The surety shall be a surety company or securities satisfactory to the Authority. Attention is called to the minimum rate of wages to be paid on the work as determined under the provisions of Chapter 149, Massachusetts General Laws, Section 26 to 27G, inclusive, as amended. The Contractor will be required to pay minimum wages in accordance with the schedules listed in Division II, Special Provisions of the Specifications, which wage rates have been predetermined by the U. S. Secretary of Labor and/or the Commissioner of Labor and Industries of Massachusetts, whichever is greater. The successful Bidder will be required to purchase and maintain Bodily Injury Liability Insurance and Property Damage Liability Insurance for a combined single limit of TEN MILLION DOLLARS ($10,000,000.00).
