POST-GAZETTE, AUGUST 3, 2012 Page 7 MassDOT to Decide Fate of Parcel 9 in Historic Haymarket by Marie Matarese One of the pri- mary goals for the City of Boston's Market district is the development of a parcel of valu- able land called Parcel 9, located in a key location along the Rose Kennedy Green- way. Moreover, because the site directly abuts the historic Haymarket Market Place and the North End Park, selecting the proper devel- opment for the area has become a challenge for Mass Department of Transportation (MassDOT) and the BRA. Of the four projects proposed to be devel- oped on the key vacant parcel of land on Blackstone Street next to Haymarket, one has emerged as the clear choice of local public officials, the Boston Redevelopment Authority and the Haymarket Pushcart Association. All of these groups/officials have submitted letters to the MassDOT requesting that MassDOT select the proposal submitted by Blackstone Market LLC to develop a complimentary marketplace, restaurant and 50 units of rental hous- ing. This same group proposal also received the most favorable comments from the members of the Advisory Group established to advise the MassDOT on this project. In a letter submitted by Boston City Coun- cilor Sal LaMattina to Mr. William Tuttle, Director of MassDOT reads "after careful study and much deliberation, it is my opin- ion that Blackstone Market represents the best proposal, for the neighborhood and the city at large." "I believe Blackstone Market will address the residential and commer- cial needs of expanding the market district." Findings reported by the BRA include the "Blackstone Market project is responsive to the guidelines. It proposes ground floor uses that are highly compatible with the Market District concept, the restaurant uses pro- posed are very public, the proposed modest number of dwelling units is appropriate for the area; the design concept is very strong; the proponent offers to contribute funds to the reconstruction of Blackstone street. The Blackstone Market proposal is therefore the most complete proposal and presents itself as the most viable addition to the market district." Aaron Michlewitz, State Representative writes in his opinion "the Blackstone Mar- ket development both provides and ensures a successful mixed-use project that may co- exist and compliment the pre-existing Haymarket pushcart vendors while bridg- ing the gap between residents and market vendors." "The market development proposal sets a tone for a unified urban experience that I believe would only enhance, develop and strengthen our area." The 50 unit housing project will put less demand on limited parking and is therefore friendlier to Push Carts. According to the Haymarket Push Cart Association, "the 18,000 square foot market included in the Blackstone proposal does a much better job of creating an expanded and integrated Mar- ket District than anything contained in any of the competing proposals." "In conclusion, the HPA is fully supportive of this proposal." The other three proposals submitted in- cluded a hotel, a museum and a 119 unit housing proposal. The Board of Directors of the Mass Department of Transportation (MassDOT) must make a selection from among the four proposals. A date for the meeting to vote on that selection has not been established yet, but may take place sometime in August. Mrs. Murphy... A large truck traveling north and a bus traveling south at the same time cannot pass one another with parked cars on either side. The City of Boston Traffic Commission needs to take a hard look into the situation .... While some may think Will Dorcena former City Council candi- date from Hyde Park, could be Mayor of Boston, many believe his chances are slim to none. Despite Boston being a minority-majority city; if veteran Mayor Tom Menino decides to run an- other term, he would win. The best of candidates have run against him and lost ... East Boston has more public tele- phones than any other sur- rounding city including Win- throp, Chelsea and Revere. Evidently some people have a need to use public (non- traceable) phones, but what are they using them for? ... Maverick Square has be- come a gold mine for busi- nesses, since the E.B. Health Center has opened its doors! Once the waterfront is done, the first section will be the most desirable area in East Boston ... Mayor Menino came up with feathers on his face after he made comments about the CEO of Chick-fil-A. Speaking of Menino, residents want to know when the Mayor plans on rehabbing Central Square Park? ... Former City of Bos- ton Mayor Ray Flynn is finally doing something right for the people by endorsing Senator from Massachu- setts Scott Brown .... Junk mail is way out of hand. My mailbox is filled everyday with catalogues and adver- tisements. I throw every- thing in the trash. "Don't even read it." What a waste of paper and money. The gov- ernment tries to control the lives of the private sector, but allows business to fill our mailboxes to capacity with unwanted mail! ... Till next time!
