L1281-D1, INSTALLATION OF NEW IN-PAVEMENT SNOWMELTERS AIRFIELD WIDE, LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MASSACHUSE'n's. The Authority is seeking qualified multidiscipline consulting tirms/teams, with proven experience to provide professional services including planning, design, and construction related services including resident inspection relative to the design and construction of new in-pavement natural gas fired snowmelters of varying capacities at several locations within the cargo and terminal areas at Logan International airport. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner. The consultant shall demonstrate experience in several disciplines and including but not limited to Civil, Structural, Mechanical, Electrical, Environmental, Cost Estimating, Construction Phasing, Permitting and Sustainable Design. Scope of services shall include, but is not limited to: preliminary design, final design, bid phase, construction administration, resident engineering services, and acceptance testing for the planning, design and construction of new in-pavement natural gas fired snowmelters and removal of existing diesel fired snowmelters. Construction of the new work will impact aircraft operations and it is essential that the work be designed and constructed in such a manner that disruptions to aircraft operations are minimized. Consultant will also be required to provide the necessary acceptance testing during construction and manage the closeout of the construction contract. A BIM model may be required. The implementation of these services will be dependent on available funding, but if fully funded, the project is likely to take place over a three to four year period. A Supplemental Information Package containing a previously completed Snowmalter Facility Study will be available to interested parties beginning Tuesday August 26, 2014, by contacting Susan Brace at 617-568-5961 or sbrace@massport.com. The contract will be work order based, and Consultant's fee for each work order shall be negotiated; however, the total fee for the contract shall not exceed $700,000. I The submission shall be evaluated on basis of: I (1) current level of experience and knowledge of the team for similar projects, particularly the I Project Manager, / (2) geographic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project, (3) experience and expertise of subconsultants, (4) demonstrated ability to perform work with minimal disruption to facility operations, (5) familiarity with Massachusetts public bid laws (6) cost management and scheduling capabilities, (7) M/WBE and affirmative aon efforts, please indicate the proposed % of M/WBE participation (8) current level of work with the Authority, (9) past performance for the Authority, if any, (10) expenence with sustainable design concepts and resiliency, and (11) project understanding and technical approach to this project. The selection shall involve a two-step process including the short listing of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation, followed immediately by a final selection of the consultant by the Authority. The Authority reserves the dght to interview the firms prior to final selection, if deemed appropriate. By responding to this solicitation, consultants agree to accept the terms and conditions of Massport's standard work order agreement, a copy of the Authodty's standard agreement can be found on the Authonty's web page at www.mauport.cem. The exception to this standard agreement is the insurance requirement of $10,000,000 of commercial general liability. The Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage. In the Boston Globe's letters section, a writer criticizing the upcoming statewide ca- sino ballot question uses similar logic bashing those who fought to get the casino question on the ballot. This letter writer stated casinos were passed and signed into law by our duly elected officials and that we cannot allow "democratically approved laws and policies to be discarded simply be- cause some disgruntled people gather enough signa- tures to place a question on the ballot." What he rants on is what Franklin talked about. In America, the people are sov- ereign. They have a right to take action such as a ballot question to overturn a law. Freedom means, my right to collect signatures for a ballot question and your choice to disagree with me. Obama Opened the Floodgates The great wave of human- ity flooding across the U.S. Border in Texas and the Southwest is the result of the president's promise of amnesty, an incentive un- like all others. U.S. Sen. Ted Cruz, R- Texas, is correct, "The cause of this crisis is the promise of amnesty ... (in) 2012, President Obama unilater- ally granted amnesty to some 800,000 people who were here illegally, who entered as children. The direct foresee- able consequence of that was the number of unaccompa- nied children skyrocketed." As far as liberals calling all these "unaccompanied chil- dren" refugees deserving to stay in America, didn't they get Obama's travel plans? He recently met with the presi- dents of El Salvador, Hondu- ras and Guatemala asking them to stem the exodus of these children across Mexico into the United States. Our president obviously doesn't see these border kids as refugees because why would he be talking to these three presidents down in Central America? The Arizona- born Chavez was a respected Latino labor leader who brought hope to millions of disenfranchised farm work- ers and made their plights visible to America. I hardly ever agree with President Obama but I do when he stated, "Our world is a better place because Cesar Chavez decided to change it." Fortyyears ago, when I was still in college, Chavez was organizing farm workers as head of the United Farm Workers of America. I still can't pass by the produce section of a supermarket without thinking of Chavez and his grape and lettuce boycott that led to justice for farm workers. By the way, he was a great supporter of the Latino community attaining legal status and eventual citizen- ship. He opposed illegal immigration back in his day. Americans Polled Getting More Anti-muslim According to the latest poll- ing, more Americans are getting more bias against anything Muslim. This is especially true among Re- publiCans and folks 65 or older. Nearly two-thirds of these groups would be okay with profiling Arabs or Mus- lims. Democrats and people 35 and under have numbers much lower, but even here one-third of these two groups are okay with that kind of profiling too. Maybe Kerry Should Be Defense Secretary? Lately, U.S. Secretary of State John F. Kerry has been looking like one of the worse secretaries of state of all time, especially when it comes to Israel and Hamas. He even looks worse than Hillary Clinton. Most of the time lately he has been playing defense so much and has gotten pretty defensive with critics in and out of government and the media. So defensive that he and Chuck Hagel, another pretty useless cabinet sec- retary, should trade places. Anti-Israeli Bias Showing For years, the Democratic Party has been a strong sup- porter of Israel, but lately the American Jewish Commu- nity has been seeing liberal Democrats dumping all over Israel's right to defend itself. Hillary Clinton, Nancy Pelosi, the aforementioned Kerry and President Obama. The mainstream media clearly seems to be growing more anti-lsraeli. MSNBC is worst of all. Talking About MSNBC Those talking heads on MSNBC are all a bunch of pompous jokers from Al "Not So" Sharpton to Rachel Maddow, a.k.a. Mad Cow. Latest rating numbers are in and MSNBC is taking another nosedive down to 33 e place behind even Head- line News and few even know what HLN actually means. I believe CNN is number 17 and FOX, the cable channel MSNBC keeps raging on? FOX is number 4.
