BOSTONPST-G.ZETT˘, UGUST 30, 2013 Page 15 LEGAL NOTICE REQUEST FOR QUALIFICATIONS The MASSACHUSETI'S PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. AP!406-Sl, AUTRORITY-W]DE ELECTRICAL SHORT CIRCUIT COORDINATION AND ARC FLASH HAZARD ANALYSIS AT LOGAN INTERNATIONAL AIRPORT, EAST BOSTON, MA, WORCESTER REGIONAL AIRPORT, WORCESTER, MA, L.G. HANSCOM REID, BEDFORD, MA AND ALL MARmME FACILmES. The Authority is seeking a qualified electrical engineering firm with proven experience in creating a detailed professional report. The Consultant must be able to work closely with the Authority in order to provide such services in a timely and effective manner. The Consultant shall demonstrate experience in the following areas including but not limited to: data collection of existing circuit protection devices, cables, transformers, 5kV and 15kV switch gear, 480 volt and 208 volt power distribution systems. Provide a complete Short Circuit Coordination and Arc Flash Hazard Analysis Study. The qualified Consultant must demonstrate having a minimum of five (5) years' experience providing electrical Short Circuit and Coordination and Arc Flash Hazard Analysis Studies in similar facilities. The Consultant must demonstrate a good working knowledge of the major brands of circuit protection devices. Expertise shall further include in-depth knowledge of and experience working with airports and facilities of a similar complexity. The scope of work shall include, but not be limited to the following: (1) Onsite Data Collection: The Consultant is expected to gather all required data in the existing electrical equipment including the services of a qualified licensed electrician with the proper protective equipment to obtain the data. (2) Short Circuit and Coordination Study: Massport will identity an area of the Facility to study and provide the existing SKM project file for review as a reference. The Consultant shall provide a detailed report per IEEE Standard 242 including setting tables, time current curves and one line drawings. (3) Arc Flash Hazard Analysis: Massport will identity the Facility area to perform the study. The consultant will perform a complete Arc Flash Hazard Analysis Study according to the IEEE 1584 equations that are presented in NFPA 70E including installing the required equipment labeling. The Authority expects to select one Consultant. However, the Authority reserves the right to select a different number if it is deemed in its best interest to do so. The contract is a multi-year contract end will be work order based, and Consultant's fee for each work order shall be negotiated; however, the total fee for the Contract shall not exceed SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($750,000.00). Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 (www.gsa.gov/portaYformsldownload/116486) with the appropriate number of Part lie. M/WBE Certification of the prime and sub-consultants shall be current at the time of submittal and the Consultant shall provide a copy of the M/WBE certification letter from the Supplier Diversity Office, formedy known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide an original and nine copies of litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled "Litigation and Legal Proceedings". The Authority may reject any application if any of the required information is not provided: Cover Letter, Insurance Requirements, Litigation and Legal proceedings, Proposed M/WBE, SFMO Part IIs for the Prima and every sub-consultant. The submission shall be evaluated on basis of: (1) current level of experience and knowledge of the team for similar projects, particularly the Project Manager, (2) geographic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project, (3) experience producing SCCS and ARC Flash Hazard analysis studies and reports, (4) percentage of M/WBE participation and affirmative action efforts, (5) current level of work with the Authority, (6) past performance for the Authority, if any, (7) project understanding and technical approach to this project. The selection shall involve a two-step process including the shortiisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation, followed immediately by a final selection of the Consultant by the Authority. The Authority reserves the right to interview the firms prior to final selection, if deemed appropriate. By responding to this solicitation, Consultants agree to accept the terms and conditions of Massport's standard work order agreement, a copy of the Authority's standard agreement can be found on the Authorify's web page at www.measport.core. The Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage. Submissions shall be printed on beth sides of the sheet (8 1/2" x 11"), no acetate covers. Ten (10) copies of a bound document and one PDF version on a disc each limited to: 1) an SF 330 including the appropriate number of Part IIs, 2) resumes of key individuals only each limited to one (1) page under SF 330, Section E, 3) no more than ten (10) projects each limited to one (1) page under SF 330, Section F, 4) no more than 3 sheets (6 pages) of information contained under SF 330 Section H addressing the evaluation items (except for the Igation and legal proceedings history), and 5) no more than 2 sheets (4 pages) of other relevant material not including a 2 page (max.) cover letter, SOD certification letters, covers, dividers, and other required information. This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H. Sleiman, PE, CCM, Director of Capital Programs and Environmental Affairs and received no later than 12:00 Noon on Thursday, SEPTEMBER 26, 2013 at the Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA 02128-2909. Any submission which is not received in a timely manner shall be rejected by the Authority as non-responsive. Any information provided to the Authority in any Proposal or other written or oral communication between the Proposer and the Authority will not be, or deemed to have been, proprietary or confidential, although the Authority will use reasonable efforts not to disclose such information to persons who are not employees or Consultants retained by the Authority except as may be required by M.G.L.c.66. Last week, the Yankees ace CC Sabathia pitched 5.1 innings giving up six earned runs, good enough for a loss, but this time it was just bad enough for a win. Seems Dempster out did CC in pitching a rotten game. Ryan pitched 5.1 innings giving up seven earned runs. This was not exactly a Babe Ruth- Walter Johnson pitching duel. Soriano Acting Ruthian and Mantle-ish I always liked Alfonzo Soriano when he was origi- nally with the NY Yankees. They signed him to a big con- tract and duh he went limp at the plate. He was traded away. Always a good player way back, the Yankees re- cently traded for him and put him back into the line-up where he has of recent showed that old power of his. In two recent games, he belted two home runs and seven RBIs in one game and knocked in six RBIs in the next game. The third game he added another RBI going four for five. He keeps up this power surge anu the tail-end of this season will not be so boring at Yankee Stadium, The Yankees don't look like contenders this year but they could decide who does make it to post-season in the AL East. A-Rod is prov- ing to be a great distraction that both his teammates and fans will have to endure at least until a decision on his suspension appeal is final- ized.
