Frances E. (Brown) Rowan Frances E. (Brown) Rowan of East Boston, September 3, 2015, on her 794 birthday. Wife of the late James P. Rowan, Sr. (Secretary to the late Speaker Thomas P. "Tip" O'Neill). Mother of Daniel L. Rowan and his wife Lori and James P. Rowan, Jr., all of East Boston. Sister of Nancy C. Pawlyshan of NY, Donald L. Brown of Revere and the late Diane Loring, Beryl, Richard H. and David E. Brown. Also survived by three generations of nieces and nephews. Former Probation Officer, Mass. Trial Court, East Boston District, Co-founder Meridian House, Board Member ZUMIX, Resource Developer for EBNHC, 80 Border Street Art Center, Sumner Street Fire Station Conversion, President and Board member Harbor Area Mental Health/Mental Retardation Comm. Fran worked on so many other boards and committees for development of community resources, that it would be difficult to list them all. She is the recipient of the George Washington Freedom Foundation Medal and the Paul Harris Medal for Community Service. Funeral was from Magrath Funeral Home, Day Square. Funeral Mass was held in the Sacred Heart Church, East Boston. Interment at Puritan Lawn Memorial Park. Remember 911 and Fran Rowen by Sal Giarratani East Boston is a special community having countless community leaders who give their all for their home. Fran Rowan was one of these community activists who lived for East Boston. She had a rough last couple of years before heading home to her heavenly reward. She always gave 110 percent. This past Sunday, East Boston came together at Piers Park to remember all who perished back on Tuesday, September 11, 2001. Every year starting in 2002, East Boston has returned to Piers Park in remembrance of this terror attack which was meant to strike fear but instead created endurance. One of those folks who helped put together this annual remembrance was Fran Rowan. She couldn't be there this year in person, but her spirit filled Piers Park and forever will. It is that time of year, when the streets of East Cambridge will come alive for the 894 Annual Italian Feast of Saints Cosmas and Damian on September 12 & 13. As always, there will be a food festival, parades, amusement rides, meatball and cannoli eating contests, Frozen and Monsters, Inc. movie characters, carnival games, antique fire engines, street performers, Red Sox World Series Trophies, and live entertainment through- out the weekend.
